When researchers found basic life on the moon, it was estimated it would take twenty to thirty years to introduce enough flora for breathable atmospheric conditions - it took ten. Due to the now stable condition of the moon, the Vooperian Empire is greenlighting the colonization of this world. Each District on SpookVooper may make a request to begin a colony, signed by their senator and with detailed plans for the outpost. The Vooperian government does not have the resources to ensure law and order on Valaria, and district colonies are expected to care for themselves. Vooperia will not get involved with inter-colony conflicts or take sides. All colonies should be aware of the risk when creating an outpost. Raiders, criminals, and other districts may pose a serious threat to wellbeing. Valaria is expected to contain rich mineral deposits and enough surface area for districts to grow rapidly. The world is uncharted, and the first explorers will have to prepare for the realities on the surface. Finally, the Vooperian Government still sanctions and outlaws any inter-district war on SpookVooper or other colonies. Valaria is the only location where these activites may take place - although sanctions or senatorial decrees may still be made in relation to the moon.
